  SENATOR MILLER said SJR 13 would  be passed as soon as there                 
  was a quorum and announced  SB 153 EXCHANGE OF RAW FISH  FOR                 
  SEAFOOD PRODUCT to be up for consideration.

  PORTIA BABCOCK, Legislative Aide to Senator Leman, explained                 
  the proposed  changes to  SB 153  were recommendations  from                 
  DEC's position paper.   A  letter of intent  was also  added                 
  asking  the Board  of Fish  to look  into the  issue  of bag                 
  limits and make a recommendation to the legislature.                         
                                                                               
  JOE AMBROSE,  Legislative Aide for Senator Taylor, mentioned                 
  that  Senator  Adams  wanted a  definition  of  "small scale                 
  manufacturer."   The Board of Fisheries,  after consultation                 
  with  the  Department  of  Environmental  Conservation,   if                 
  appropriate,  may adopt  necessary  regulations which  would                 
  include the definition.                                                      
                                                                               
  DALE KELLY, Executive Director, Alaska Trollers Association,                 
  said they have concerns with this  bill primarily because of                 
  the export limitations.   She  said the bill  talks about  a                 
  limit of 1,500  lbs. per  individual each year  which is  an                 
  incredible amount  of fish.   SENATOR  TAYLOR explained  the                 
  1,500 lbs. is  not a  limit per individual,  but means  that                 
  when the processor  has fish left over, he can dispose of it                 
  by giving it to charitable institutions.   The 1,500 lbs. is                 
  the limit that can be given away.                                            
                                                                               
  MS. KELLY said there wasn't a limit, then, to what a  person                 
  could export from the state as an individual.  SENATOR LEMAN                 
  said that was his concern, as well.  MS. KELLY said this may                 
  also exacerbate the allocation issue and they cannot support                 
  the bill as written.

  SENATOR LEMAN moved  to adopt the CS to SB  153 for purposes                 
  of  discussion.   There  were no  objections  and it  was so                 
  ordered.                                                                     
                                                                               
  SENATOR  PEARCE moved to pass  CSSB 153 with the appropriate                 
  fiscal  notes  and  the  Resources  letter  of  intent  with                 
  individual recommendations  from committee.   There were  no                 
  objections and it was so ordered.
